No. The candidate must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on August 1 of the year of examination. Prescribed age limits vary with respect to caste reservations
For Other Backward Castes (OBC) the upper age limit is 35
For Scheduled Castes (SC) and Scheduled Tribes (ST), the limit is 37 years. The upper age limit is relaxed for certain candidates who are backward with respect to other factors and differently able.

No, you are not forced to know Hindi. You can speak in English, as it is most preferred instead of your mother tongue, because when the translator translates, the meaning is not conveyed in proper way as you said.

Hi, you may go for any stream depending on your interest because if UPSC doesn't work than you have an option to do graduation in course of your interest. Moreover the syllabus of UPSC is very vast so you really had to work hard to clear it.

Hi,
Since you have mentioned you are an average student, I would advise to go for B.Sc. and these days B.Sc offers many different specialisations which might be helpful in order to job market and career. Considering the emerging demands in cloud computing, I would suggest to pursue cloud computing in B.Sc.
If it's not available then go for information technology. Also, BCA is another option which you have not mentioned here. After completion your B.Sc/BCA, you may grab couple of certifications on Cloud Computing and you will be all set.

Both the exams have different requirements, think about your background and which exam is suitable for you because in UPSC exam, you have a deep knowledge of one subject with at least good knowledge of all the subjects.

You can choose any group. For writing UPSC exams, you must be a graduate and does not depend on what course you take in school.
