Hello,
The first point is your interest in the subject. If you want to join government services by clearing UPSC exams then arts stream is a good one because, in this stream, you can focus properly on the exams.

This year onwards, IPM will be a graduate degree. So, you won't be facing any issue, be it giving entrance exams such as UPSC, or doing Ph.D.

Hi,
Only proper coaching and self-study will help. It's all about how you manage time. Start from right now and you'll be an IAS in couple of years.

Hi, there is no as such specific branch or faculty which needed to study prior to preparation of UPSC. UPSC has no connection with branch of engineering. But if you ask for government exam then EEE, ECE, MEC are best. You can get job in DRDO, DRDL, and ISRO. CSE and IT don't have good scope in government jobs.
