Have you appeared for VITEEE? If not, then first appear for it and try to get marks because it is based on VITEEE. Marks, and not MH-CET and Board marks.

You can get admission for M.Tech chemical. But I would suggest you to reconsider your decision. If you are getting somewhere else which is better than this, then go for it.

In my opinion, College Predictor is designed in such a way that, it will give correct results mostly. But it is nothing but a simulator, so actual results might vary sometimes.
But Shiksha is a good platform to get connected with people of the colleges of your interest. So you can directly put up a question and get an answer for that from a student of that college itself.
