Xavier University Bhubaneswar (XUB) has not officially released its CAT cut-off percentile for admission to its HRM program. However, based on the information available on Shiksha.com, it is estimated that XUB HRM program generally requires a CAT percentile of around 80-85 for admission.
As your CAT percentile is significantly lower than the estimated cut-off percentile, it is unlikely that you will receive a call from XUB for admission to its HRM program. It is always recommended to apply to multiple institutes and universities to increase your chances of admission.

XIMB HR cutoff requires an NMAT score in the range of 190-200 and a VA score in the range of 87 percentile and above. What that percentile converts for a score is debatable but anything in the range of 70's is safe enough. The above information is only to give you an idea regarding the cutoff. It may vary year to year but past trends have helped me make this educated guess. XIMB is a sister institution of XLRI and is one of the most well known B-schools in the country. You have got good marks. Unfortunately the answer is no as the minimum eligibility for HR in XIMB is around 220 marks. But I would suggest that you can look for further options like:
Xavier Institute of Management (XIMB), Bhubaneswar
SDA Bocconi Asia Center, Mumbai
ICFAI Business School (IBS), Hyderabad
ITM Business School, Navi Mumbai
LM Thapar School of Management, Chandigarh
BML Munjal University, Gurgaon, Haryana.

There are not much more chances for the call but you can expect to the some extent. You have scored good in NMAT but cann from XUB is having less chance.
