Math (Hons. ) at ISI Bangalore is a premier undergraduate degree programme in India that offers comprehensive instruction in mathematics along with courses in Probability, Statistics, Computer Science and Physics. It is so designed that after successfully completing this programme, a student will be able to pursue higher studies in areas of mathematical sciences including Mathematics, Statistics, Computer Science, Mathematical Physics and Applied mathematics. Students who successfully complete the requirements for the B. Math (Hons. ). Degree will automatically be admitted to the M. Math programme of the Indian Statistical Institute. Further ISI Bangalore gives a stipend to students, which is at present Rs.3000/- only per month and an annual contingency grant of Rs.3000/- only. Students are not required to pay any fees. The mathematics programme at IISc Bangalore aims to provide a first-rate foundation for pursuing research in mathematics as well as to provide essential quantitative skills to those interested in related fields. The undergraduate mathematics programme at IISc is a unique programme that aims to impart crucial mathematical expertise needed in such new areas of research and development, as well as to train future research mathematicians. The Department of Mathematics brings a faculty of active researchers in all major areas of mathematics, such as Algebra, Analysis, Geometry, Probability Theory and Topology. Scholarships : Depending on their performance in national examinations such as KVPY IITJEE (Main and Advanced), and AIPMT, students will be able to avail themselves of the standard fellowships offered by agencies such as KVPY and DST-INSPIRE. So from above ISI is purely focused on the statistical and its application while IISC programme is covering wide range of mathematical areas including statistics. But the Scholarship may the big difference here. So my choice is ISI Bangalore.

If I am not wrong, you are talking about iisc Bangalore and NTU Chhattisgarh. M.Tech is there in iisc and MCA is at NTU. For these two college and courses here is the comparison link. It will help you a lot:

Yes, sure you are allowed. You need to appear in the GATE exam in 2020 under the mechanical engineering branch and then do good there to get a call from IITs.
