It's very nice to know dreams of studying abroad. But unfortunately, Indian diplomas in engineering are not accepted abroad. Hence you will get admission abroad based on your marks of 12th. Sorry to say but you haven’t cleared JEE Mains required cutoff. So, there is no way to get a good college for free. You may get admission in a private college based on your 12th percentage.

Admission procedure is as follows.
Every year, admission process starts with form fill-up. Merit will be out as per the cut-off marks and if you fall into the category you'll get admission. Merit is prepared on the basis of class 12th marks.

With 68 percentile it's tough to get a college with 3-5lakhs fees.
