I am not really sure, if they will grant you admission based on you B.Com. As the eligibility is you need to have passed 10+2 from a recognized university.

The eligibility for AME is 12th but many institutes accept diploma holders also. One needs to apply online to the desired institute. But some may have peculiar rule. Thats all.

IPU CET 2019 registration began on February 15, 2019. The university releases the application form through online mode only. Candidates can fill IPU CET application form for more than one course by submitting separate forms. There is no need to send the hard copy of the filled form to the university.
The procedure is different for different university. Most of the processing is online.
Some universities are taking admission by conducting admission test and some of them take admission by counseling process .
The counseling process should depend on your percentage of math in B.Sc.

For your queries regarding admission in M.Sc, I'd suggest you to visit the Delhi University official website and check the criteria for the same. I think 50% seats in DU are filled on the basis of merit, I.e., your marks in graduation. (They have cutoffs for this.) And the rest of the seats are filled through an entrance test which is conducted by DU only. The fee structure for this course can only be explained by the college officials (or on the website). However, the process is quite general. Firstly, submit the application form. Then they will take your entrance test (a bit easy based on GK, English, Maths, and elementary science) followed by a personal interview. If they found you to be eligible, just pay the fee and start your education. That's it.

At present I am pursuing B.Tech from Guru Nanak Dev Engineering College, Ludhiana Punjab. In this college you can take admission through PTU counseling or through spot counseling on the basis of percentage in Diploma. The college fees is about 85,000 and hostel is 50,000 including mess.
