Hence you will have to check this website for procedure etc. In addition, deemed to be universities also admit students laterally. Unfortunately you will have to check the website of each one to know modalities.

You are eligible for lateral entry admission in the second year of engineering in Indian engineering colleges such as Manipal University etc. There is no lateral entry for Diploma holders in major foreign universities.

A Diploma is a Diploma and a degree is a degree. You can call by any name. Three years course after 10th. Lateral admissions to 2nd-year of engineering are allowed in a majority of colleges. Rules for this are state specific.
