If you are general category student then cutoff is somewhat between 93-95 percentile to get a call.
For OBC category, student's cut-off is 80+ percentile to get a cut-off.
and if you are in SC/ST category you have a bright chance to convert.

First, you join good institute near you like TIME, IMS, Career Launcher, etc. So that you get a better idea of how to solve Questions Papers, Basics, Tricks, etc.
But just joining an institute is not okay.
You have to work hard, keep practising maths problems, logical reasoning, English grammar and all.
As you said, you are in the 2nd year so first, you have to focus on your graduation that is also important, start preparing for CAT in last year or I would advise you to after B.gain 1-2 years of work experience after B.Tech and then go for MBA as it would be better for your admission and placements.

JEE Main Paper-2 is for getting admission in NITs and GFTIs in asked course. So you can get admission in IITs on the basis of JEE Main Paper-2 marks. You needs to appear in JEE Advanced for getting admission in IITs.

No, there is not a single college except IITs who take the JEE Advanced score only Indian institute of space Science and technology is an institute cum IIT who accepts JEE advance score. They requires under 1000 rank to make eligible for IIT colleges. This is tough and not everyone can achieve this milestone.

Some of the best colleges for M.Tech include IISC-Bangalore, IIT-Bombay, IIT-Kanpur, IIT-Kharagpur, IIT-Delhi, IIT-Guwahati, IIT-Roorkee and IIT-Patna. I would suggest you to go for IISC, Bangalore or IIT Bombay/Kharagpur/Kanpur considering your scores.

No, the second phase is not online but an offline manual registration which will be done on the campus itself followed by your orientation programme. Once you are done with the online procedure you will get the receipts for your fees (if paid online) or you can choose to pay it on the university campus. Some students also chose for part payments but have to fill up an undertaking form. After your orientation, you will need to fill up an offline registration form, provided by the university, and an anti-ragging affidavit, provided in the university or available nearby the campus, only then your admission procedure will be completed.
