See, I am not well updated on this front, but according to what I've heard, for the matter of fact no central govt. run college offers lateral entry. But in private and semi-private universities, it is still possible. For example GGSIPU offers lateral entry, but the migration is allowed only within the colleges that come under IPU.
Lateral entry is also offered by DTU, but only to Diploma holders seeking admission to 2nd year of B.Tech programme. So, you can't apply there as well as you already enrolled in B.Tech.

Yes if you have successfully completed your Diploma then you are eligible to pursue B.Tech through lateral entry. For more details, kindly visit the official website of DTE.
