For getting admission in IIT Madras, you have to attend JEE Mains exam and then if you have qualified you can go for JEE Advance exam. If you will qualify this exam with a fine rank then only you will get into IIT Madras. There is another way that is IIT JAM through this also you can get into IIT Madras. IIT is brand name and its faculty members and Infrastructure are world class level and accepted globally. IIT-Bhubaneswar have NIRF ranking 17 among the top engineering institutes. There are different cut offs according to catagory. For general catagory students cut off was at around 2500 for aeronautical branch. You can get detailed info from their webpage.

It all depends on your interest. Electrical is a core branch, so choose wisely. I would suggest going for electrical in IIT Dhanbad as placements are good in electrical. If the branch would have been same, then IIT BHU would be the choice.
