Provision of lateral entry admission in engineering is only for Diploma holders in engineering and B.Sc students. Students of an engineering college can not seek lateral entry admission in another college. Within a university, the transfer is allowed between colleges. You may appear for JEE Mains exam to seek admission in a college of your choice.
