Probably, it is possible but we can't say anything without counselling. MS Ramaiah Medical College for MBBS is a very good college of Bangalore and I don't think your friend can get admission in this college because his NEET marks are not so good to get admission in this college.

As per the latest order of Honorable SC in Writ Petition (Civil) 293/2016, candidates who had appeared for phase 1 of the exam will be allowed to appear for phase 2. However, this would be subject to them giving up candidature of phase 1. This would mean that if a candidate, who sat for phase 1, sits for phase 2, his score/rank secured in phase 2 exam alone will be considered for his admission.
