The best IIT for aeronautical engineering is IIT-Bombay. It has a great reputation. Its placement record is also very good. I feel you should seek admission there.

Your JEE Mains score is really bad compared to class 12th. Have you given any other entrance exam? Some private colleges do offer admission based on class 12th marks, if it is above 80%. You you're your chance here.

Yes Hindustan Aviation Academy offers aerospace engineering also. But you are advised to go through eligibility criterias mentioned on the website.

These days normally all states have all India quota in which students from outside state are given admission. You can apply for this. In addition in many states private colleges are allowed admission directly after all rounds of counselling are over and done seats are still vacant.

It's actually very tough to predict college based on rank. It's dynamics of many variables. But suffice to say some websites soring up offering this service. However knowing generally how it happens, I can say that you will definitely get admission in some college.

100% placements year after year is a myth. Placements depend on lot many factors. Industrial climate, outlook, demand supply gap etc. Don't believe when somebody says such things.

With 64% marks, you are not eligible for admission in IIT or NIT. However you are still eligible for admission in other private colleges. Yes, you can achieve your dream of becoming Aeronautical engineer.

I think the time has passed for appearing for entrance exam of this university. You will have to appear next year.

Yes, it is a good strategy to appear for entrance in Amity University, since you scored less in JEE Mains. But, I would advise you to take it seriously and study with full vigour. I am attaching a link, which will give you all required information.
