This depends on a person's individual requirements, what you want to study and what type of jobs you are looking for following your studies etc. Quality of education is top class in both the countries. In terms of affordability, Canada is better as compared to Australia and therefore preferred by more international students. Also, Canada is tagged to be more safe and tolerant.

Both are competitive and PR is based on the points-based immigration system. Obtaining PR depends on a country's skills shortage too, you must have the necessary qualifications, work experience and must meet the demands. There are some jobs which are more in demand in Australia than Canada and vice versa. The visa application or assessment system in Canada is accepted in one state that is you must make multiple application when you move from one state to another whereas in Australia it is accepted as a whole. International students are always interested to pursue MS, because he/she first understand their subject and for that Bachelors degree from your home country is important in my view. It will also help everyone to choose Masters subjects according to their interest, so try for MS because every country needs a person who is excellent in ones particular subject.
Australia provide PR for Bachelors and Masters both but prefer MS don't worry.

Dear Mohammad, I am not sure if you will find a Masters in VLSI. The subjects you mentioned are part for electronics and communication. Take a look at University of Melbourne, The Australian National University, The University of Sydney, RMIT University, Queensland University of Technology (QUT) and The University of New South Wales (UNSW Australia).
