There is no government university, they have public/state and private. You can follow Times Higher Education or QS world ranking for a list of the best universities in these countries.
In USA, Purdue University, Texas A&M University, Ohio State University, Georgia Institute of Technology are few of the top public universities. University of Melbourne, University of Sydney, Monash, etc. are public universities in Australia.

The specialization you want to opt for ideally must be opted as per your interest and career inclination. MBA HR, MBA IT, MBA operations management are some options. If you want to change or shift your career, you can opt for finance, sales and marketing. You can refer to QS world ranking for the list of best universities in these countries.

Approximately, Rs.20 lakhs to Rs.25 lakhs per year, if you planning to enroll in a university. You also have to show funds in your bank account and that counts up to Rs.20 lakhs excluding fees. Although, you can withdraw it as soon as your class start there.

There is an online application form for IELTS. There is a calendar of IELTS examination and you have to select a date on which you want to give the exam.
Speaking is on some other day while reading, listening and writing is on the same day in quick succession, i.e. no gap in between. The application fees is Rs.11,500, which has to be paid online and result will be out on 13th day after the main exam.

The major intakes of Australian universities are in February and July, so you need to submit your applications at least six months ahead of this. The dates vary with universities, so you must visit the university websites, admission requirements are also mentioned explicitly.

Admission requirements differ with universities and programs. You haven't clearly mentioned the program. The application procedure is online and you will find relevant information on a university website. You must submit online form, upload your profile information, academic transcripts, letters of recommendation to be sent by your teachers, other application requirements (which you will find on the website) and application fee.
