Hi Akhil,
The annual income of software engineers in Australia is slightly higher compared to France. However, the cost of living is very high in Australia. If I were you, I would be wise enough to choose France which is an European hub and has a high standard of living. In terms of jobs, both the countries have good opportunities for software professionals.

You have to concentrate on your B.Tech to score high. You should be ready to take TOEFL and GRE exam. You need to score over 310 or above in GRE and over 95 in TOEFL. You can apply for USA or Canada.
USA needs minimum 70% and Canada wants minimum 70% - 75 % in Bachelor degree.

NIOS board certification is totally valid for further education, government jobs or private jobs, but for global education you need to check with the particular university for the eligibility criteria. You can contact a study abroad consultant for the same.

No, you are not eligible to study in Canada or Australia. Try for Poland or Portugal in Europe, or Singapore in Asia. You can also try for Russia.
