Yes, you are eligible. First of all, you have to apply in DGCA (director general of civil aviation) government of India. Upload your mark sheet and certificate as per requirement of website portal. Then an email you will receive and further steps are mentioned in it. Thank you

The minimum education requirement at most airlines is that you have a high school degree or G.E.D. (Government Equivalency Diploma). . One-half of all flight attendants hired have at least one year of college and about a third have earned their Associate's or Bachelor's degree
That means you can get.

It depends from where you are doing the Course / Training. While the Indira Gandhi Rashtriya Urban Academy (IGRUA) " an autonomous flying institute under the central government " charges around Rs 19 Lacs for its training course for a commercial pilot license.
