Of course you can. But portals of DU are closing today @1700 hrs for admission in UG as well as PG courses. If you have not applied till now then do so immediately.

Yes, IGNOU is good for BA psychology as I have done my psychology from the same. I would suggest you to go for regular rather than correspondence.
