Yes, universities do take a close look at the number of backlogs. Most of the top good universities do not accept more than 6 (or 8) backlogs. For top universities, it would be maximum 2. Secondly, they would also look at the CGPA in the last 2 years (4 semesters).

Correspondence or distance BE/B.Tech are not valid as per AICTE guidelines. Hence never be pursue. BE/B.Tech lateral or part-time with AICTE approved Institutes are the best available options. AMIE is another good option if you can pursue it.

Both have very good scope. You can choose any branch according to your interest. If we compare both the branches then CSE has more scope than IT. CSE: Job openings for Software professionals is much higher in the corporate sector than in public sector.

IIT'S are more concern about research and technical stuff required a math background with less focus on holistic studies. While in IIM Lucknow they would think more about rigorous training with more focus on interpersonal skill, management training and will give variety of knowledge. Which somewhat lacks in dms IIT Delhi.

JEE Main percentile below 75 is not enough for getting NITs in asked category. Competition in ST category is very high because of less number of seats. Hence you have to score above 95 percentile in JEE Main for getting NITs.
