Admissions through lateral entry for Direct Second Year B TECH/B.E. for various courses at Veermata Jijabai Technological Institute (VJTI,Mumbai) are done through Centralized Admission Process that is conducted by State CET Cell, Maharashtra State through its portal https://cetcell.mahacet.org/
For admission in direct second year, the candidate should have passed diploma course in engineering & technology in appropriate branch of engineering with at least 45% marks (For general candidate). So Diploma in Mechanical candidates can not be considered for admission in B.Tech/ B.E CSE.

Hi, Admissions in Tamil Nadu are mostly restricted to those who are domiciled in Tamil Nadu. However there is still one hope for you. You can approach private unaided colleges in Tamil Nadu and seek admission directly under management quota. You will need to contact these colleges individually. Best wishes.
