Hi, Siddaganga Institute of Technology located in Tumkur in Karnataka is a good institute for studying Bachelor of engineering. It's fees for a 4 year course is around rupees 2.4 lacs. Here it is brought out that, these days fees of all the engineering colleges are approved by a committee formed by the state government which is headed by retired judge of the concerned High Court. Due to this the fees are always reasonable and reflect the facilities provided by the institution.

This autonomous college of Bangalore, Karnataka charges quite reasonable fees for it's Bachlor of engineering courses. For full course it charges fees of around Rs. 2.6Lacs. Remember that fees of all engineering colleges are now decided annually by a committee headed by a HC judge. So these days fees are dependent on different facilities provided by the college. I am attaching a link that will give you all the required information about different aspects of this college.

You have completed your Diploma in electrical but want to change stream while doing graduation. In addition you are saying that you are poor meaning you cannot afford high fees. Right? I feel the best course for you is to pursue AMIE. This is equivalent to graduation for all purposes. It's cheap in addition to being convenient. All other options are either very costly or have been blocked by authorities. Best wishes to you.
