Yes, you can fill the CTET application form, but it won't be deemed valid, it will be considered valid if you fill the CTET form next year.

If you wish to pursue B.Ed, then you need to fulfill basic eligibility requirements which is Bachelor's degree with minimum of 50% marks. Then you can appear for admission to B.Ed colleges across India. https://www.shiksha.com/teaching-education/colleges/b-ed-colleges-india.
