Hello, Marks cutoff varies from college to college. Generally, 60% is the criteria. So, it's better first to select the college and then check the eligibility of that chosen college from the college website. All the best for your future.

You need a TANCET for post-graduation.
Yes, you can apply elsewhere as you need a pass with 50% aggregate marks in B.Arch. Or B.Plan. Or B.Tech. (Civil Engineering or Planning) You can browse some good college websites which have the best academics and is of repute so that it can give the best academic excellence in the form of best faculty who are there to help you.
