You just need to score more than 50% marks in class 12th or in Diploma and score a particular rank in JEE or any other engineering entrance exam, then you get admission in any engineering colleges according to your marks.

Sorry, but CAT exams are for Masters in Business Administration. So, before you do it you should have to complete Bacholer's degree or any equivalent course. After Diploma, you can't apply for CAT.

Yes, you can try for Thapar Institute of Engineering & Technology. Their eligibility criteria are:
(i) The candidate has passed 10+2 or equivalent examination with at least 60% marks (55% for SC/ST candidates) in aggregate of three subjects, namely, Physics, Mathematics and any one subject out of Chemistry, Biology, Biotechnology and Technical Vocational subject OR Minimum 60% (55% for SC/ST candidates) marks in a Diploma recognized by AICTE or a state board of technical education of at least 3-year duration.
