Hello Sajas,
You need to have scored at least 60% in class 10th, class 12th and graduation and should have completed your graduation from any of the Universities incorporated by an act of the central or state legislature in India or other educational institutions established by an act of Parliament or declared to be deemed as a University under section 3 of UGC Act, 1956, or possess an equivalent qualification recognized by the Ministry of HRD, Government of India. Fees for IIMS vary from college to college, but it ranges from INR. 18 Lacs - INR. 20 Lacs for two years course.

Both are quite different, but both have good scope in India and abroad. It depends more on preference than the course itself. If you have better knowledge in your field you will obviously make your career.

You need minimum 80% in UG to get admission. You need IELTS 6.5 overall and minimum 6 in all component. You also need German language certificate.

I think you won't get admission because at least 50% are required in Boards. For IITs and NITs, 75% is mandatory. You have not qualified Board Cut off so may be you won't get admission. Anyways if you are from CBSE Board, then you can go for improvement exams to improve your score and then choose whatever college you want.

It is better to study B.Tech in India than abroad, because the study is cheaper in India, as compared to abroad. The Indian Institutions have Equal Recognition's and value of Degree as some foreign Institutions and the most important is that the job prospects and opportunities are excellent in India as well as abroad, if you do your B.Tech from renowned institutions from India such as IIT's, NIT's, BIT, LPU, VIT, etc.

Yes, it is possible. You can do fashion designing abroad. BE is not a constraint and you can do fashion designing abroad even without doing BE from India.
