Since you have mentioned that you would want to continue for postgraduate studies, it is not clear if you want to continue on the same branch or management related branches.
Generally, marks don't matter if you score above sixty five percentage. However, your percentage might create problems.
For entry into IITs through GATE, you need minimum 60 percentage.
So I don't think you could get into IITs even with even good GATE scores.
But you could always get admission in private universities because they are there to make money. So it really doesn't matter to them. Before applying just check eligibility

You may do so. Many students start afresh. However, you need to check with the universities, you will be considered if you have a good profile which you seem to have. They must be convinced that you won't discontinue your studies again. So, be sure of what you want before applying. Communicate with the universities, very important at this stage.

For the past 2 years, VIT University has been ranked as the top private university in India. Other good private colleges are BITS Pilani, BIT Mesra, KIIT University, SRM University. It also depends on the branch of engineering you wish to opt for. I hope this answers your question to your satisfaction. If so, kindly upvote this answer.
