As we already know a degree from IIT itself a far more prestigious than other colleges meant for all the branches. As IIT Ropar is ahead of IIT Mandi, Ropar receives more funding from the central government has a large number of tie-ups and collaborations with foreign universities and organizations internships, and studies all things are better in IIT Ropar. So I must suggest you could choose Ropar as a priority.

ECM has a good scope in the future. ECM (Electronics and computer engineering) is a good branch. You will be having a good chance with many companies visiting that college. ECE people only know how to make communication systems and CSE people know how to make programs. ECE placements and ECE engineer recruitment will peak in upcoming years.

As per my understanding B.Tech from CSE stream would be best option. Every organisation or company requires to be present digitally, be it banks, hospitals, education, or railways. Computer Science and Information Technology are one of the most evergreen professions and will continue to rise in the years to come. Most of the colleges under Mumbai University admit students for a B.Tech/B.E. Degree either on the basis of the MH-CET exam or on a merit basis. In addition, almost all colleges under Mumbai University require you to have a score of 45% aggregate in Physics Chemistry and math (PCM). Therefore, your score of 37% is too low to get admission to a college under Mumbai University. Although you may have some chances at a few colleges like St. John Institute of Management and Research in Palghar. This college allows students to apply with a lower score for its vacant seats.
