If you are talking about government colleges then go for IITs and NITs and if you are talking about private university which I think so then there are many good private university and colleges for B.Tech Computer Science like BITs (Pilani, Goa, Hyderabad), VIT Vellore, SRM university, LPU Jalandhar, chitkaara university, etc.

Yes, as you mentioned the basic requirement to purse B.Tech is having PCM but now one more requirement is needed is to appear for JEE Mains exam so that you can get the college and the college can provide you with the best branch for yourself. As B.Tech will provide all the technical skills needed in the industries with enhancement in the personality of the individual.

No, you won't be able to. JEE Main Cut off depends on several factors such as:
Total number of candidates appearing in the JEE Main entrance exam. Total candidates applied for admission in UG or PG degree courses in NITs. Total seat intake and difficulty level of the examination. As you are from the ST category, according to previous year trends the qualifying mark would be near "43-46", Keep eye on the rankings.
