Please write about the home state and category you belongs for better response. However as per the eligibility criteria you will not be able to get admission in any college through the JOSSA, because of 12th marks. The 75% aggregate marks are needed in 12th, if you wanted to get admission through the JOSSA.

Yes, you can get the civil engineering through ecer with rank 1895 because any university have the vacant seats for civil engineering and as the scope are also very limited and the placements are also very good for this domains.

Yes, you can get admission in B.Tech in AI and ML having 25824 rank in JEE Mains in general category because the closing rank is 24027 and you can get better future because the placements are very good.

If you are bipc student inter completed and need to join in B.Tech. ECE need colleges on Punjab then you should join Chitkara University and Chandigarh university because these universities are good for ECE.
