Hello Rajyavardhan, it's very nice to hear from you that after completion of your Diploma in engineering you are interested in pursuing graduation in engineering. Normally speaking the state governments have put restrictions of domicile on admission via lateral process directly into second year of engineering into engineering colleges with their states. Yes, you can apply for that as just you have to give an entrance test for M.Sc. Field and you will be in.
