From your information it seems that you have not yet passed your engineering graduation examination. It's okay. A student is allowed to appear for GATE examination even if he is in the final year & you can definitely be considered to be in final year. Hence I feel that you are indeed eligible to appear for this examination. This also means you can be considered as appearing for graduation examination. Hence I feel you are eligible to appear for GATE.
