Hello Mounika, yes you definitely can do this course via distance education. In fact it's a great thing to know that you are thinking of doing some course after your graduation in engineering. Hello Swathikala, it's very tough to guess whether a particular college can give you free seat or not. In fact nowadays the concept of free seats has almost vanished, at least in the government colleges though different departments of government provide scholarships to different categories of students to enable them to pursue their studies. On the other hand private colleges offer scholarships at various percentages to the students but this is invariably based on their academic performance and usually this is done to attract brilliant students. When you mention best college, there comes only one name in my mind and that's of Lovely Professional University. LPU has large number of students from Andhra Pradesh. Moreover it runs the biggest scholarship scheme in the country on basis of various criterion and categories.
1. Scholarship on basis of last 2 qualifications
2. Scholarship on basis of LPUNEST
3. Scholarship on basis of national level entrance examinations like JEEMAINS, CAT MAT CEED UCEED NATA etc.
4. Sports
5. Cultural activities

Hello shubham, lateral entry in either software engineering or any other branch of engineering is by the same method. Some States conduct an entrance exam for those who have passed Diploma in engineering and are desirous of seeking lateral admission in engineering courses. On the other hand some States give admission to second year of engineering by lateral mode based on marks obtained in Diploma examination.
