If you are asking about the Assam CEE then the minimum CEE cutoff marks for asked category are between 70-77. Hence your chances are very less.

It's very nice to hear that after completion of Diploma you are now interested in pursuing your degree course in engineering. Private college is not bad for B.Tech. There are some good private engineering college like LPU and CU where you can get a very good placement if you have talent.
