Yes, you are eligible. You have to go through admission process. There are GD and PI in the admission process. You have to perform well in this rounds so that it will overcome your 2 years lost.

Greetings. For CAT there are few measures that you can take in order to perform well in the exam. The measures include, a thorough understanding of the pattern, type of questions asked and syllabus along with continuous practice (manually and through mock tests). Further, there are few tutorials available at YouTube and for preparation of verbal and non-verbal reasoning, you can rely on RS Aggarwal.
