If you score less than that in English, there isn't much that you can do as it is the basic eligibility criteria. Basic eligibility to pursue this course is that candidate must have passed 10+2 from a recognized board. Admission is based on the marks obtained in 10+2. You have to be good in GD/PI for doing PGDM from SIES. GD/PI and entrance exam have equal weightage. So there is no such cutoff for any entrance exam.

Yes, there are chances for SIESCOMS.
SIES has equal credit for GD/PI as well as for the entrance test as your entrance exam score is not so good. So for SIES you need to more concentrate on GD/PI process.

Any graduation degree holder is eligible for CAT.
After qualifying CAT, you can get admission in IIM.
