Yes, if you think you can crack SAT, ACT exam, then you are eligible to take admission in US Universities. Harvard and MIT give seats to the student on the basis of your performance in SAT ACT exam.

Unfortunately, there is no straight forward answer. Some states have declared it as equivalent, but some states have not.
