Hi,
As you are not a resident of India, you can apply through the NRI quota. There is a whole different process for NRI applicants.

According to the last year's guidelines, the students who had cleared the exam in 2017 as well as 2016 were eligible to appear for the CBSE Improvement Exam 2018. First of all, you will have to go to the concerned faculty or department and get the migration form. After filling all the details in the form, attach the xerox copies of the documents asked to enclose with it along with amount of money asked in the form. It depends from varsity to varsity. Submit all the above-mentioned documents to the authorities concerned. Generally they generate the migration certificate within a week or after 2-3 days of submitting the form. Sometimes they may take time. So, apply at the earliest if you want to take admission in a different varsity.
