Usually there isn't much difference in the cutoffs. But let's hope for the best and wait for the cutoffs. Also there are other good colleges in Delhi University providing B.Com (Hons).

To my knowledge perhaps except for TN, no other state admits students to engineering based on marks of 12th. Hence your 83% are in a sense irrelevant. You should have given CET of your state.

The school admin will fill application forms at their official site for the students who are going to appear in the session. Also, the students can get application forms from their school administrations.
You can download the detailed CBSE compartment exam circular with the fee structure for compartment exams as well.
