For a middle class student it is expensive as for a certificate course at ISDI WPP School of Communication the fees is around INR 7 lakhs. But in comparison to other communication institutes it is affordable.

No, since JAC Delhi adheres to central OBC reservation regulations you are unable to use your UP-issued OBC certificate to receive the OBC quota benefit there. You need a central OBC certificate, not a state-issued one in order to claim the OBC-NCL quota. In accordance with the central list of OBCs a competent authority should also give your OBC certificate. You can claim the reservation if your caste is classified under Central OBC and you have a valid Central OBC-NCL certificate. If not, you will be placed in the General category for JAC Delhi admissions.
