To get into college like NIE, and if you want to join the Civil branch. Try to get distinction and above in PU board but KCET marks is considered 50% along with with PU 50%.
Also your category depends on alot to get a seat. Here are
2018 engineering cutoff for civil:
Round 1
GM - 15400
3AG - 16150
3BG - 16146
2AG - 20236
2BG - 24699
1AG - 18464
SCG - 29816
STG - 22105
But whatever is your category if are writing KCET in the year 2020
try to focus on getting good marks.

This is not the problem that you want to change your stream. However, the question is that if you are eligible for University of California or not? Certain things matters like, your graduation CGPA, Work experience in relevant field (which is very important), employers brand value, extracurricular etc. These are some of the broad parameters to judge the candidacy of the Student. Apart from the general procedure, I suggest you to go on their website, and check about the international alumni. Analysis their profile.
