For B.Tech in civil engineering, you need to have passed 10+2 with PCM (physics, chemistry and mathematics) is the basic requirement to take admission in B.Tech civil engineering programme.
Percentage required in qualifying exam is 50% for most of the engineering institutes. However, required percentage criteria depend on college. Diploma holders in the mechanical or allied stream are also eligible to take admission, in the second year of the course. They must have done their Diploma after10th.

Sorry Jaydev, you're not eligible to get admission in CSE at St Andrews college because you've completed your Diploma in civil engineering, so you must choose B.Tech CivIl in B.Tech.
There is no chance of getting CSE.
Students should take the branch in which they have completed Diploma, it's the rule.
