You can get admission in any college for engineering in 2019, if you have passed class 12th by then. Apply for State level entrance exam and JEE beforehand.

I strongly advise against choosing a course on the basis of Placements. But I can tell that Civil Engineering is a good branch in terms of placements and package. To get a better Idea about the type and quality of placement you can get accurate information from old aluminies and administration itself.

If you wants to do Diploma in civil, so you can go for Polytechnic Diploma of three year after completion. You will get admission for B.Tech 2nd year. And, it will be great, if you complete your class 12th through private exam or open board of your state.

No, there is no lateral entry in any legal COA approved architecture college. First, you have to take JEE/NATA and then you need to get yourself registered in the 1st year in order to receive the COA registration after completing the 5-year programme.
