With a rank of 3068 in COMEDK, you will not get RVCE, Bangalore. It is better to go for colleges like MSRIT-Bangalore, BMS-Bangalore etc. Hope you got your answer.

You can get admission in any college for engineering in 2019, if you have passed class 12th by then. Apply for State level entrance exam and JEE beforehand.

I strongly advise against choosing a course on the basis of Placements. But I can tell that Civil Engineering is a good branch in terms of placements and package. To get a better Idea about the type and quality of placement you can get accurate information from old aluminies and administration itself.
