Normally, a college have around 60 seats for each engineering branch but it depends on the college capacity and also whether the college is private or government. For better assistance, mention the college names.

Yes, IPEC is good for Civil engineering. It gives you many more opportunities after your B.Tech, you may get placed from there in good company. Moreover, you learn few more things over there but if you are looking for much more things in your college, then you may go for other colleges like ABSIT, ITS, etc. If we talk about academics and architecture and facility, IPEC is good college but not best in other preferences.

Yes, you can get admission through lateral entry in any of your selected colleges. Only you should have a Diploma.
