Hello Naveed,
Without entrance exam & rank it's almost impossible to get admission in any college worth it's salt. Maybe, you can approach some private colleges for admission in management quota.

You should pursue a field you are interested in because if you don't do it and lead your future with other options, you will not be that successful. Thus, I would suggest you to go for a field where your interest lies. But as you have asked, the best option is to go for mechanical engineering. If you are interested in it you can go for it. To answer your question, yes, Australia is a good country to pursue civil engineering. I would also like to know from you if you mean your Bachelors or Masters? If it is a Masters then please choose only a course of 2-year duration as otherwise, you will not be eligible for a post study work visa and later PR. All the best.

Hi Siddu,
It is recommended you gain some work experience before applying for a programme now. You already have a PG in civil engineering hence a proper justification must be given to the universities why you want a construction management programme now. Gaining atleast a years experience will help in this. However, check with university admission requirements prior. Check University of British Columbia's Project & Construction Management MASc, University of Manitoba and Concordia University.
