Without entrance exam & rank it's almost impossible to get admission in any college worth it's salt. Maybe, you can approach some private colleges for admission in management quota.

To answer your question, yes, Australia is a good country to pursue civil engineering. I would also like to know from you if you mean your Bachelors or Masters? If it is a Masters then please choose only a course of 2-year duration as otherwise, you will not be eligible for a post study work visa and later PR. All the best.
