You have a decent score, but you cannot get the SRM main campus as your rank will be lower, but you can get other campuses.

Firstly, no college in Maharashtra will give you admission based on JEE Mains score. Perhaps you can think of applying to Jamia. However, there is hope. After entire process of counselling is finished, students are likely to be admitted in vacant seats based on JEE Mains score.

Maximum top international universities for civil engineering are in USA. MIT USA is the top most Institute for MS in civil engineering in world. Cambridge University UK is the second best option for doing MS in civil engineering. NUS, Singapore is the third best option for doing MS in Civil Engineering. IIT Roorkee is the Mecca of civil engineering in India.

You have not mentioned any reason. Of course it could be anything. But college will definitely seek reason from you to readmit. You will have to get readmitted in same college. I suggest you pay a visit to college, meet principal or admin head who will surely tell you procedure.

45 marks won't provide any college for civil in Pune. Either go for any private institute based on your 12th marks or go for a one year drop for JEE preparation.

It's not possible. As per AICTE circular of 2009, applying to a distance learning engineering program has been banned and illegal, unrecognised.
