Yes, you can pursue MS in civil engineering. It has a good scope. You should opt for MS in structural engineering or construction engineering and management.

It depends on you, whether you want to pursue your career in more of a technical work or get into management. For specialising in a technical degree, go for M.Tech and for management, you can go for MBA.
There are many specialisations in which you can do M.Tech after completing your B.Tech in civil engineering like:
1. Environmental engineering.
2. Structural engineering with specialisation in offshore structures.
3. Pipeline engineering.
4. Computational fluid dynamics.
My personal choice is structural engineering as it has very good career prospects and job opportunities. To pursue this specialisation you can go for NIT - Calicut or UPES -

Hello Vinay,
Definitely you can pursue your desired courses abroad. First and foremost you need to take IELTS/TOEFL/PTE and qualify for the university's minimum English proficiency requirement. Then you select the university/college and then apply for it. Some of the countries like New Zealand, UK offer 1-year Masters program, so you can have a look at it. When it comes to the specialisation, with the present trend and future perspective I would suggest, you should opt for construction management.

You need to appear for GATE exam. If you want to opt for M.Tech abroad, then appear for GRE and TOEFL exam.

There are plenty of jobs available in civil engineering. You should visit your state government and central government website frequently, and look for the job notification. Since the competition will be higher for government jobs, they conduct competitive exams. Prepare well and try to crack the exam.

Dear Siddarth,
If you intend to pursue your higher education in the same field, you need to check out with the university chosen by you as to which level they can admit you after they check the subjects taken by you in your Diploma. You also need to score good marks in IELTS exam.

Diploma in engineering is not equivalent to graduation. For post-graduation Diploma, one needs to have a degree in engineering. I am sorry to inform you that you are not eligible for this course.
