Yes, it is possible. There are many good universities which are providing distance courses for B.Tech. You can apply in any one of these and study in there study centers which are in your city.

Mostly, foreign universities don't ask for GPA in scale of 4. They will ask you either to get a WES evaluation or to submit the original sealed transcripts and then they will calculate GPA with their own calculators.
However, if you want to calculate for your own satisfaction, there are many online GPA calculators available. They will give you a rough idea of your GPA in 4.0 scale.

Architecture is the best option for you to learn those things, but you can learn civil engineering drawings in AUTO CAD or you can go for some urban planning courses, but in India its bit tough. you can go for higher studies with your desired education.

Architecture Is not a crash course. You have to restart from diploma architecture or based on your 12th exam and NATA score which is a separate exam offered by COA India. You have to pass and get NATA ranking based on that. You can join architecture colleges in India.
