Yes, you can. You should opt for Australia, New Zealand or Poland, but for Australia or New Zealand, you need to score good marks in GRE and IELTS exam.

Germany is the best place for you to study. Education is free there, you just need to pay for the living expenses. In two-year PG course, you need to spend around 15 lakh rupees.
Germany is considered to be one of the best countries for higher studies.

USA, Canada, New Zealand, Australia, UAE, and Brazil are the best countries to pursue MS in civil engineering. In order to get the quality education and better job prospects opt for one of the first four countries that I mentioned.

Usually, people prefer doing M.Tech after completing their graduation in B.Tech, but there are lot many options other than M.Tech that you can pursue. You can go for a MBA or M.Des.
Go for a MBA, if you are looking to get into the management stream. You can always choose a specialisation in MBA or else you can go for M.Des which is a designing course, this requires technicality and creativity. In M.Des, you can opt for transportation or industrial designing. Transport design is more of a specialized field, which is only concerned with creating environment friendly motors while industrial design has more vast study in it.
